Important Rate Settings Announcement for Federally Qualified Health Centers and Rural Health Clinics!

​The West Virginia Department of Health and Human Resources, Bureau for Medical Services (BMS) has engaged Myers and Stauffer LC, a certified public accounting (CPA) firm with national expertise in Medicaid rate setting services, to perform Medicaid rate setting services for BMS for federally qualified health center (FQHC) and rural health clinic (RHC) providers. This work was previously performed by the West Virginia Department of Health and Human Resources, Office of Accountability and Management Reporting (OAMR).

Effective September 1, 2023, Myers and Stauffer LC will be responsible for the following processes related to FQHC and RHC rate setting:

Annual cost report collection
Establishment of interim prospective payment (PPS) rates
Establishment of final PPS rates
Reviewing change in scope of service PPS rate adjustment requests
Annual updates to PPS rates for the Medicare Economic Index (MEI) inflationary adjustment
Myers and Stauffer LC has established a dedicated email address for all communications relating to Medicaid rate setting for FQHC and RHC providers. The email address is WVBMS-FQHCRHC@mslc.com.​ Providers should utilize this email address to submit questions regarding rate setting, requests for change in scope of service PPS rate adjustments, and to inform Myers and Stauffer LC of provider changes such as new or closed providers and/or sites.


Annual cost reports should also be submitted to Myers and Stauffer LC. Annual cost reports may be submitted via email to: WVBMS-FQHCRHC@mslc.com or via the secure Myers and Stauffer secure file transmission protocol (FTP) portal.
